Mrs. Juliet Elomesebho Ehigie was born on the 24^th December, 1980 into the family of Elder Alfred Okoro Ewanlen and Deaconess Grace Ewanlen both of Ibore in Esan Central Local Government Area of Edo State.
She had her primary school education at Obaseki Primary School, Benin City in 1990, secondary education at the prestigious Idia College, Benin City in 1996. She then proceeded to the College of Education, Ekiadolor, Edo State, for her National Certificate in Education (N.C.E) in 2001. 
In her quest for higher education, she also attended the University of Benin, Benin City where she obtained her Bachelor of Science Degree Proogramme in Public Administration in 2008 and a Master of Public Administration in 2014 respectively.
She started her Public Service career in 2001 when she gained appointment with the Federal Staff School, Ugbowo as Master Grade II. She thereafter resigned her appointment in 2003 and joined the Edo State Service with the Board of Internal Revenue on 21^st July, 2003.
Mrs. J. E. Ehigie later transferred her service from Board of Internal Revenue through Inter – Cadre Transfer to the Mainstream of the Civil Service as an Administrative officer II, in December, 2010. She has since worked in several Government Offices where she acquired by effort invaluable experience that made her to belong to the class of the very best in the service. Such agencies include the following:

• 2011 – 2017 – Directorate of Central Administration Governor‘s Office now Human Resources Management, Governor‘s Office where she served as Administrative Officer II , Public Service Matters (PSM);

• 2017 – November, 2018 – Ministry of Justice, were she served as Senior Administrative Officer and

• November 2018 – She was posted to the Office of the Auditor – General, Edo State where she is currently the Functioning Director of Administration and Human Resources till date.

She is a Member /Fellow of the under listed professional bodies.-  

• Fellow of the Institute of Industrialists and Corporate Administrators (FIICA)
• Associate Member, Chartered Institute of Public Administration of Nigeria (CIPAN)
• Associate Member, Nigeria Institute of Management (Chartered)
